This song released on May 25, but Before that it had been played in some radio stations in Los angeles.
The album follows a couple (Gloria & Christian) who are trying to make their way in the world while they're being overcome by contraband, deceit, confusion, violence, and drug abuse. When Christian finds out that Gloria wasn't as wonderful as he thought she was, he becomes very angry and destructive because he now realizes that everything he thought he knew is a lie. Meanwhile, she is mad at him because she feels that she is the only one carrying weight in the relationship.
The song 21 Guns is when they realize that enough is enough, because they really do love each other ("did you try to live on your own," "did you stand to close to the fire"). They've been hurt and wasted, and now they just want to take down the wall and let each other in.
the second meaning, is another anti-war song, referring to the 21 Gun salute that is preformed when a soldier dies. It conveys the message, "Stop the deaths; stop the fights; just get through it together somehow, but not at other people's expense."
It could also apply to stopping gang violence.
